Idle Clocks can be considered as a sub-category of Deceptive Clocks.

However, the very moment they are considered as "idle" for obvious reasons the TBC mechanism will not work anymore.

Note: At least in English language the term itself tells a lot about the considerable strengh and normativity of time regimes.
